WHY I'M RUNNINGAfter a lifetime of public service that took me around the globe, nine years ago I retired from the federal government and came home to Meade County. My happiest place has always been our family farm in Stith Valley.College wasn’t financially in reach then, so ten days after graduating high school, at only 17, I enlisted in the U.S. Navy. I became the first woman from Kentucky to enter the Navy’s nuclear propulsion program. The academics were grueling, and as the only woman in my cohort, I learned quickly that perfection was the standard. It was hard—and it made me strong and resilient.After six years, I was honorably discharged and went to work at Detroit Edison’s Fermi 2 Nuclear Plant as an instrument repairman. Over the years I earned my Senior Reactor Operator certification, taught the public about nuclear energy while running the Fermi 2 Visitor Center, and served in Washington, D.C. as a federal lobbyist. Of roughly 20,000 initial applicants, about 30% pass the written test and just 2% pass the oral exam. I was the only one to pass on my testing day. Over the next two decades, I served at home and abroad: on visa and immigration issues in Mexico, counternarcotics in Colombia, peacekeeping operations in Egypt and Israel, and nuclear nonproliferation in Vienna, Austria.I earned a master’s in National Security and Strategic Studies from the Naval War College, taught at the Army Command and General Staff College, and served as political adviser to the commanding general of U.S. Army North. My final overseas posting was as spokesperson at U.S. Embassy Kabul, Afghanistan.Through it all, Meade County was home. I returned as often as I could, and when assignments were tough, I pictured myself in Stith Valley, with a large garden and sheep or horses. Where leadership is poor, you see crumbling infrastructure, pollution, poverty, and hunger. People suffer.Even in strong systems, too many leaders chase titles instead of results, seeking office to be something rather than to do something. EVERYTHING COSTS TOO MUCH.Right now, many families in Meade County and Radcliff feel like they’re being squeezed. Gas proces are through the roof. Groceries cost more. Utility bills cost more. Just about everything costs more. Government shouldn’t add to that pressure. My goal is straightforward: help make Kentucky more affordable and protect the paychecks families work hard to earn.

That’s not how major land-use decisions should be made.</li><li>More than 500 residents attended. Not a single speaker supported the proposal. The community deserved a transparent process, with clear information shared well in advance—not a hurried meeting in the middle of the workday.</li></ul><h4>Why this matters</h4><ul><li>Decisions that reshape our county—land use, infrastructure, public costs—must be made in the open, with ample time for public review and comment.</li><li>Rushing controversial items erodes trust and feeds the perception that decisions are being made for us, not with us.</li></ul><h4>Lessons from past deals</h4><ul><li>Major projects have too often advanced with limited transparency. Key terms—tax abatements, utility discounts, and public bonding—should be explained publicly before votes occur, including who pays what and for how long.</li><li>For example, local ratepayers shoulder higher electric costs when large industrial users receive special discounts. Public estimates have placed those costs in the millions annually, spread across roughly 121,000 other customers—about $100 a year per customer. Residents deserve to see the math and the agreements before decisions are finalized.</li><li>When public bonding is used for private projects, taxpayers bear risk. That risk and any safeguards should be disclosed plainly, in writing, and discussed in open meetings.</li></ul><h4>My stance</h4><ul><li>I don’t fault companies for negotiating the best deal they can. I fault public officials when they don’t secure fair terms or inform the public.</li><li>Economic development has to be a net positive for residents—not just on ribbon-cutting day, but on utility bills, tax fairness, traffic and farm logistics, and long-term land use.</li><li>The community must have a real say in weighing trade-offs. If a project can’t withstand public scrutiny, it shouldn’t move forward.</li></ul><h4>What I’ll do</h4><ul><li>Sunshine first: Require early, public posting of proposed agreements, financial terms, and meeting agendas—no last-minute surprises on high-impact items.</li><li>Real public input: Hold evening hearings with adequate notice, plain-language summaries, and Q&amp;A before any vote on rezonings, subsidies, or bonds.</li><li>Taxpayer safeguards: Bar open-ended tax abatements; require clawbacks and performance benchmarks; publish plain-English cost/benefit analyses.</li><li>Utility fairness: Prohibit cross-subsidies that push industrial costs onto families and small businesses without explicit, public approval and documented community benefit.</li><li>Agriculture protected: Preserve critical farm infrastructure and access. No project should undermine the backbone of our local economy.</li><li>Independent review: For large projects, commission third-party analyses and post them online in full.</li></ul><h4>My commitment to you</h4><ul><li>I will keep the public informed, listen before deciding, and vote in line with what’s best for Meade County and Radcliff.</li><li>Decisions with significant community impact will be presented well in advance, with full documentation and meaningful opportunities for public comment.</li><li>Accountability means owning mistakes. When leaders get it wrong, they should say so—and fix it. That’s the standard I’ll follow.</li></ul>

WE NEED MORE TRANSPARENCY.People deserve to know how their tax dollars are being spent and what decisions are being made in their communities. Major growth proposals — like the rejected data center — should never proceed under a shroud of secrecy. Also, an elected official should never sign a non-disclosure agreement. NDAs are often used to keep the public in the dark until it's too late. That is unacceptable! Any potential project must be discussed openly, well in advance, so people can express their views and these views are taken into account in the decision making process.

If a project truly benefits the community, it should stand on transparent, fair terms.</li><li>Secrecy erodes trust. Nondisclosure agreements that gag elected officials keep the public in the dark and invite bad deals.</li><li>Once farmland or open space is converted, we can’t get it back. We owe it to future generations to get these choices right.</li></ul><h4>My stance</h4><ul><li>No rubber stamps. Large projects should move forward only after ample public review, clear documentation, and serious scrutiny of costs and benefits.</li><li>Growth must fit our place: agriculture, small manufacturing, logistics that respect rural roads, broadband expansion, renewable energy that protects farms and viewsheds, and small-business corridors in town centers.</li><li>Clean air and water are nonnegotiable. Strong environmental safeguards and enforcement build healthier communities and long-term value.</li></ul><h4>What I’ll do</h4><ul><li>Transparency first: Bar NDAs that prevent elected officials from sharing key terms with the public; require early posting of agendas, maps, and draft agreements.</li><li>Smart site selection: Prioritize redevelopment of existing industrial land and vacant buildings before converting farmland or sensitive areas.</li><li>Fair deals only: Cap and sunset any incentives; require clawbacks and local hiring/training commitments; publish plain‑English cost/benefit summaries before votes.</li><li>Environmental safeguards: Mandate independent reviews for air, water, traffic, and noise; set enforceable limits with real penalties for violations.</li><li>Infrastructure fit: Tie approvals to funded plans for roads, water/sewer, broadband, and emergency services so growth doesn’t outpace capacity.</li><li>Local voice: Hold evening hearings with adequate notice; accept written comments; post all materials online; respect public opinion for major land-use changes.</li><li>Expert oversight: When proposals are complex, hire independent legal, engineering, and financial experts—and release their reports in full.</li></ul><h4>How we’ll measure success</h4><ul><li>More local jobs that pay family-supporting wages.</li><li>Stable utility rates and a fair tax base, not hidden subsidies.</li><li>Protected farms, forests, streams, and views that define Meade County and Radcliff.</li><li>Projects that neighbors can live with—and are proud of.</li></ul><h4>My commitment to you</h4><ul><li>Smart growth isn’t anti-growth—it’s pro-community.
